I have had this problem for two months and could not fix it.

But in several cases users are complaining that Svchost.exe is hogging their CPU or Memory  resources without obvious reasons e.g. This pulled me out of a big jam. For me, I worked through the steps and when I renamed the SoftwareDistribution folder, it solved the problem. Thank you.

Other than that, use Procmon, Process Explorer and other such tools to isolate some of the issues. I'll sleep on it.
